The New York Home Energy Assistance Program (HEAP) Cooling Component provides one-time grants of $400–$800 to qualifying households for purchasing and installing air conditioning (AC) units. The 2026 program runs from May 1 through August 31, with priority given to households with members who have documented medical conditions worsened by heat, including respiratory illnesses and cardiovascular disease. 2026 Income Eligibility Guidelines
To qualify for a HEAP cooling grant in 2026, your household must fall under the following maximum gross monthly income limits. These apply statewide — whether you live in New York City, Long Island, Westchester, or upstate counties such as Erie, Monroe, or Albany.

Each additional member adds approximately $1,001 to the limit.
In addition to meeting the income threshold, at least one household member must receive SNAP (Food Stamps), Temporary Assistance, Supplemental Security Income (SSI), or Code A SSI benefits.
How to Apply: 3 Steps
Step 1: Gather Documents. Collect proof of income (pay stubs, tax return, or benefits award letter), a valid government-issued photo ID, your most recent utility bill with account number, and a doctor’s note if applying under medical necessity for an AC unit.
Step 2: Submit Your Application. You have three options: apply online at MyBenefits.ny.gov for the fastest processing; visit your county’s Department of Social Services (DSS) in person (NYC residents can use any HRA Benefits Access Center); or download the HEAP application from otda.ny.gov and mail it in. Include copies — not originals — of all supporting documents.
Step 3: Apply Early. Applications open May 1, 2026. Submitting by the June 15 priority deadline places your application in the expedited review queue. The final deadline is August 31, 2026, but once funds are exhausted, no further grants are issued.
After You Apply
Most applications are processed within 30 business days. Approved grants are paid directly to a HEAP-approved AC vendor or your utility company — funds are not sent to the applicant. Your local DSS office will provide a list of participating AC retailers and installers in your county. The grant covers window and portable AC units, plus professional installation. In most counties, households with a documented medical condition may also use the grant toward central air conditioning repairs.
If denied, you have the right to request a fair hearing within 60 days of the denial notice. Instructions are included with every determination letter.
